Contract Value: Where to Start?
A draft of order “On approval of the procedure of setting the initial (maximum) contract price, price of contract, concluded with the sole supplier (vendor, principal) for purchase in the context of medicinal drug circulation”.
Researchers believe that the unified order of determinin initial (maximum) price will help avoid unjustified price difference, sometimes reaching over 25%, and put a barrier to pricing violations for the drugs purchased for state and municipal needs.
The document suggests unified calculation rules and justification of the initial (maximum) price of contract and the procedure of calculation. First the principal must determine the cost of the drug being purchased (equal to the price of previous purchase), then the previous price must be compared to the reference price (according to information and analytical system of monitoring and control in the field of purchase of drugs to cover the public and municipal needs.
The draft of the regulatory legal act is expected to be effective from March 2017.
