It’s already been reported that the Ministry of Health will support web-trade of drugs provided there is a possibility to control the process. The Ministry of Health will get it.
For that purpose a register of approved web-pharmacies authorized to perform web-trade, will be established by mid 2017. It will only inclue companies with a license for retail pharmaceutical operations. The geography of activities will be limited to the municipal region where a real pharmacy is located. Web-sites of pharmaceutical shops not approved in the list of legal on-line pharmacies, will be closed up on an extrajudicial basis.
Remote trade of Rx drugs will not be allowed. This principle will be in force until an e-prescription HCP-pharmacy data exchange system is established.
On-line displays should secure purchase only at pharmacies with a license for retail pharmaceutical activity. Otherwise the web-site may be locked by Roskomnadzor.
According to the project roadmap, the functions of web0site expertise for compliance with requirements of the law may be passed to the Ministry of Health, Roszdravnadzor or to a special established self-regulated institution (SRI).
