How Can Manufacture of Inexpensive Drugs be Maintained?
President of the Russian Federation Vladimir Putin demanded that manufacture of local drugs of the lower segment included into the vital and life saving drug list be continued, including establishment of specifics of public regulation of maximum retail prices for the drugs. The deadline for execution is set to April 29.
The Ministry of Industry and Trade, the Ministry of Health, the Ministry of Economics and Development, the Ministry of Finance and FAS should develop adequate measures.
The Federal antimonopoly service (FAS) suggests that a single 5-ruble markup for prices for inexpensive drugs for vital and life saving drugs (VLD) should be made. In fact, FAS suggests to collect 5 rubles from poor pensioners buying the cheapest drugs, calling this action “indexing of fixed size”. The ministry of Health has another point of view. On February 17, speaking at the opening of exhibition “Healthy Heart Week” at the State Duma, Minister of Healthcare Veronika Skvortsova said that state support of local pharma companies manufacturing inexpensive vital and life saving drugs .
“To our opinion, says Skvortsova, the Ministry of Industry and Trade should provision certain assistance to these enterprises, meaning that some pharmaceutical manufacturers should be additionally supported. It is not the right time now to increase prices for drugs from the lower segment, as final indexing of pensions for elderly people has not yet been executed. Besides, she remarked, that in 2015 prices for drugs from the vital and life saving drug list increased on average by 8.8%, while prices for cheapest drugs increased by 15-16%.
The issue is not yet resolved and needs further discussion.
