Pharmaceutical Insurance: Who is In Favor?
A new model of pharmaceutical supply is being developed by the Ministry of Health. The model relates to drug insurance, its mechanism is suggested to be included into the obligatory healthcare insurance system. Such a model suggests partial reimbursement for drugs.
Veronika Skvortsova, the Minister of Healthcare of the Russian Federation reported, that the pilot project for patient provision with reimbursed drugs has already been launched in the Kirov region. The region has been covering 90% of the cost of drugs for treatment of cardiovascular disorders, since 2013. Purchase of drugs is cost effective (the cost effectiveness is about 20 mln rubles) thanks to lower number of cases of hospitalization, emergency calls and savings on payment of sickness benefits.
Olga Golodets, Vice Premier Minister RF has already reported the discussion of pharmaceutical insurance. The Ministry of Industry and Trade also supports the idea.
“It should be seen how pilot projects will be implemented to detect problem areas in that approach”, says Sergey Tsyb, Deputy Head of the Ministry of Industry and Trade. – He also remarked that thanks to the information obtained from regions within the implementation of similar pilot projects, pharmaceutical manufacturers may rationally adjust their plans of production.
