The Ministry of Commerce and Trade Makes a Proposal
To support local pharmacological industry, the Ministry of Commerce and Trade of the Russian Federation offers to introduce a three-stage procedure of public procurement of drugs. If the proposal is accepted, manufacturers organizing full cycle production and using local substances, will receive significant advantages. At the second stage, the “odd one out” principle will be introduced, and at the third stage other goods will be admitted to trading.
Thanks to that document a consistent procedure of admitting requests for participation in drug purchase included into the list of vital and essential drugs will emerge.
At the same time, the Ministry stressed, that the procedure will be introduced gradually, as production capacities for products emerge and will not apply to original drugs of international origin.
It is also suggested to change criteria according to which drugs and medicinal devices will acquire the right to be considered locally produced. The drug will be considered to be Russian if it is manufactured in the country at least at the stage of the finished pharmaceutical form (from the stage of manufacture of substance for tablet, capsule, solution for filling). According to the criteria provisioned for manufacture of substances, the synthesis of the substance (molecule) should be performed in Russia. The corresponding changes and statement containing the above criteria, have already been prepared by the Ministry of Industry and Trade and have been introduced to the government for consideration.
