Annual plan of audit and priority areas of work for the next year have been discussed at a videoconference recently held by Mikhail Murashko, Head of Federal Service for Surveillance in the Field of Healthcare.
Mikhail Murashko remarks that today the focus is set on the risk-oriented model of control, prevention of violations, necessitating standardization and structuring of Roszdravnadzor functions, providing a plan for 2017. Comprehensive inspection of socially significant companies: network pharmacies, multidisciplinary clinics, mental hospitals, tuberculosis dispensaries, Central district hospitals and medical and obstetrical stations are at a special focus.
Irina Krupnova, Head of Administration of licensing and control of mandatory requirements of Roszdravnadzor remarks, that detection of violations and imposing punishment and penalties are not the main objective of inspections. The key is to avoid or at least minimize the number of violations. That is why Roszdravnadzor considers inspection to be successful if violations are detected and corrected by the object of inspection without any corrective actions taken.
The top priority areas of efforts of Roszdravnadzor in 2017 were defined as follows:
— monitoring of respect of rights of citizens for getting medical aid, pediatric aid and high tech medical care;
— inspections of medical and pharmacy organizations prescribing and dispensing narcotic and psychotropic drugs;
— inspections of pharmacy organizations for respect of drug dispensing regulations, as well as the quality of drugs, manufactured at compounding pharmacies;
- Inspections of skin care parlors for using non-authorized drugs and medical devices;
- Control of patient supply with narcotic drugs;
- Control of activities of shops and showrooms selling orthopedic devices.
