Define Mutually Beneficial Terms

Specially established interdisciplinary work group will be responsible for coordination of determination of mutually beneficial terms of purchase  of drugs. It included representatives of Ministry of Health, Ministry of Industry and Trade and Federal Antimonopoly Service (FAS) RF, that will prepare suggestions on direct negotiations with drug manufacturers on prices. Besides, the work group will be performing a coordination function to define mutually beneficial conditions of purchase of drugs.

It is of note, that the Ministry of Industry and Trade earlier advocated the declarative principle of establishing prices for medical drugs from the vital and essential drugs list (VED). For all drugs included into the VED, which is approved by the government, the manufacturer must register prices for these drugs in a register of maximum retail prices for vital and essential drugs. The manufacturer has no right to sell drugs at higher prices. Bearing in mind, that it is unprofitable to manufacture  these drugs at low prices, and fearing that they will abandon manufacture.  The Ministry of Industry and Trade has repeatedly offered to release the prices for market regulation. The Ministry of Health refused that suggestion, fearing excessive increase of prices for the above drugs. As an alternative, the Ministry  approved subsidy of pharmaceutical manufacturers of drugs from cheap price segment, as a temporary measure.

Now newly established interdisciplinary commission will be responsible for determination of mutually beneficial  terms of purchase of pharmaceutical drugs.
