Following Prosecutor’s Inspection
The segment of cheap local drugs, including drugs from the vital and essential drugs list (VED) is shrinking. It is caused by a number of factors, but the key reason is that manufacturers overstate the maximum retail price and use imported substances for manufacture. That is why the range of cheap local drugs in pharmacies is decreasing and more and more often replaced with expensive imported drugs.
The Office of the Prosecutor General of the Russian Federation has made a series of inspections. In 2015 and in H1 2016 over 28 thousand violations of the legislation in the sphere of drug provision were found. In a number of cases people from remote regions had no access to essential drugs, and healthcare professionals refused to prescribe expensive reimbursement drugs. Cases of overstating of prices for drugs from the VED list occurred, in a number of regions drugs and medicinal devices without marketing authorization were sold in pharmacies.
According to Anatoliy Palamarchuk, Head of the Administration for Supervision over Execution of Federal Legislation, Prosecutor General RF, over 500 officials received warnings on prohibition to violate the law, and over 4.7 thousand persons were brought to disciplinary responsibility, and over 3 thos persons – to administrative responsibility.
