Issue of State Concern
A pharmaceutical substance development site will be established in Saint Petersburg as an engineering pharmaceutical center (EPC). It will be financed out of St. Petersburg and Russian federal budgets at equal shares.
The project managed by the Ministry of Economic Development of the Russian Federation is quite important, as currently locally manufactured substances cover just 8 per cent of the overall market needs, according to the Ministry of Industry and Trade as only a few Russian pharmaceutical manufacturers develop pharmaceutical substances, while most of them are imported from China and India.
The need for EPC that would develop technologies of manufacture of pharmaceutical substance became evident long ago.
As the federal authorities are planning to introduce obligatory licensing of each international drug in Russia, many imported drugs may leave the market and will need to be replaced. Therefore development of manufacturing technology of own high-quality substances is required. The goal will be set for the newly established engineering center.
